Sidewalk drug arrest in Port

    PORT JERVIS, N.Y. — Port Jervis Police arrested Joseph Harper, age 17, of Cuddebackville, N.Y., on Nov. 13, at approximately 10:30 p.m., on Jersey Avenue near the vicinity of Pennsylvania Avenue. They charged him with two felony counts of criminal possession of a controlled substance in the third degree (with intent to sell), one felony count of criminal possession of a controlled substance in the fourth degree, criminally using drug paraphernalia, (misdemeanor) and unlawful possession of marijuana, a violation. Harper was arrested after alert citizens reported to police that a suspicious man was engaging in what appeared to be “hand to hand” narcotics transactions to persons in the area of Jersey and Pennsylvania avenues. Responding police subsequently arrested the defendant who was found in possession of a quantity of heroin, assorted prescription medications, marijuana and a digital scale. Harper was held overnight in the city lock-up and arraigned in city court and remanded to Orange County Correctional Facility in lieu of $10,000 bail, pending further court appearances.
