MILFORD — Pike County District Attorney Raymond J. Tonkin announced the following criminal sentences were issued by the Pike County Court of Common Pleas Judge Gregory Chelak:
June 23
Marissa Ann Swingle, 24, presently incarcerated in the Pike County Jail, was sentenced to 11.5 months to 23 months in the Pike County Jail, followed by 2 years of probation, fined $1,800 and had her driver’s license suspended for 18 months for the crimes of two counts of Delivery of Heroin, Possession of Heroin and Possession of Drug Paraphernalia. Swingle sold Heroin to undercover agents on Aug. 8, 2014, at a business parking lot in Greene Township and again on Jan. 7, 2015, at a mailbox along SR 390 in Greene Township.Joseph S. Baljko, 69, of Milford, Pa., was sentenced to 12 months of probation and fined $500 for the crimes of Driving Under the Influence of Alcohol and Possession of Drug Paraphernalia. The state police conducted a check on a driver passed out at the wheel of a vehicle parked along SR 739 in Blooming Grove Township on April 20. In speaking with the Baljko, the driver, the trooper detected the smell of an alcoholic beverage and marijuana, and observed Baljko’s eyes to be bloodshot, glassy and his speech slurred. Baljko admitted to smoking marijuana. A Field Sobriety Test was conducted which showed impairment and a blood test confirmed a blood-alcohol content of 0.85 percent.
Ricky Albert Haldaman, 24, of Greentown, Pa., was sentenced to 1 month and 72 hours to 12 months in the Pike County Jail, fined $1,300 and had his driver’s license suspended for 18 months for the crimes of Driving Under the Influence of Alcohol or a Controlled Substance and Possession of a Controlled Substance. The state police came upon a vehicle sitting on Ranch Road near SR 402 in Blooming Grove Township with its lights on March 16, 2015. The driver, Haldaman, was observed to be lethargic, his speech slow and eyes bloodshot. Haldaman admitted to using Heroin within hours prior to the stop. A blood test confirmed the presence of THC and Morphine in his blood. The state police stopped Haldaman on Nov. 7, 2015, along SR 507 for failing to stop at two intersections and for having no license plate. Haldaman was found with a mouthful of pills which he had no prescription for. A consent to search revealed Suboxone and additional pills including, Vicodin and Levofloxacin.
Sierra Dawn Decker, 20, of Lake Ariel, Pa., was sentenced to 48 hours to 6 months in the Pike County Jail, fined $500 and had her driver’s license suspended for 12 months for the crime of Driving Under the Influence of Alcohol. Decker was stopped along SR 507 in Greene Township on May 19, 2015, for running a stop sign. While the trooper spoke with Decker, he observed Decker’s eyes to be glassy and bloodshot and detected the smell of an alcoholic beverage. A Field Sobriety Test showed impairment and a breath test confirmed a blood-alcohol content of 0.152 percent.
Elizabeth Ann Reed, 43, of Scranton, Pa., was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,200 and had her driver’s license suspended for 12 months for the crimes of Driving Under the Influence of Alcohol and Driving While Operating Privilege Suspended or Revoked. The state police stopped Reed on Sept. 12, 2015, along SR 6 in Palmyra Township for driving erratically. Upon speaking with Reed, the trooper detected the smell of an alcoholic beverage and observed Reed’s eyes to be glassy and bloodshot. Reed admitted to having a few beers and shots prior to driving. A Field Sobriety Test revealed impairment and a breath test confirmed a blood-alcohol content of 0.176 percent.
Christine Mary Reiche, 49, of Hawley, Pa., was sentenced to 6 months in the Intermediate Punishment Program, which will include 30 days under house arrest, a $1,000 fine and her driver’s license suspended for 12 months for the crime of Driving Under the Influence of Alcohol. The state police were dispatched to a one-vehicle crash along SR 590 in Lackawaxen Township on Sept. 8, 2015. The driver of the vehicle, Reiche, was observed to be confused and disoriented, emanating the smell of an alcoholic beverage and eyes red and glassy. Reiche admitted to having consumed alcohol prior to the crash. A Field Sobriety Test showed impairment and a breath test confirmed a blood-alcohol content of 0.200 percent.
Steven Matthew Jones, 30, of Dingmans Ferry, Pa., was sentenced to a $1,550 fine for the crime of Obstructing Public Highways and the Summary Offenses of Hazzard Signals and Drivers Required to Exhibit Driver’s License on Demand. On June 27, 2014, the state police advised Jones that he could not block Milford Road in Delaware Township with his motorcycle and advised Jones that he did not have his hazard signals on. When asked for his driver’s license, Jones refused to provide it.
Katlyn Elizabeth Horacek, 25, currently incarcerated in the Pike County Jail, was sentenced to 15 days to 30 days in the Pike County Jail and fined $300 for the crime of Furnishing Drug Free Urine. During a drug test conducted by Horacek’s probation officer on Jan. 22, 2016, Horacek attempted to provide drug free urine from another individual.
Trevis K. Romer, 27, of Milford, Pa., was sentenced to a $200 fine for the Summary Offense of Harassment. On June 13, 2015, Romer struck, kicked and shoved or threatened to do so to another individual at a residence in Dingman Township.
Oscar Mauricio Nochez, 19, of Amityville, N.Y., was sentenced to time served and a $100 fine for the crime of Criminal Mischief. On July 6, 2015, Nochez took clothing and shoes valued at $50 from a clothing bin intended for the donation of clothes and shoes which was located in the parking lot of a retail store in Westfall Township.

Paul Buhagiar, 52, of Matamoras, Pa., was sentenced to 6 months of probation and a $300 fine for the crime of Driving Under the Influence. Eastern Regional Police were dispatched to a one-vehicle crash along Mountain Avenue in Westfall Township on April 9, 2015. Buhagiar, the driver of the vehicle, demonstrated behavior consistent with someone under the influence.Daniel Christopher Wahnon, 27, of Hawley, Pa., was sentenced to 11 months to 23 months in the Pike County Jail and fined $500 for the crime of Access Device Fraud. Wahnon used an individual’s credit card without their consent to acquire cash totaling over $200 between Oct. 9, 2015, and Oct. 27, 2015, from a residence in Palmyra Township.
Jessica B. Delgado, 43, of Port Jervis, N.Y., was sentenced to 12 months of probation and fined $750 for the crime of Retail Theft. Delgado took $122.61 worth of merchandise on Oct. 6, 2015, from a retail store in Westfall Township, without paying for it.
Ronald Edward Winters, 21, of Honesdale, Pa., was sentenced to 6 months to 12 months in the Pike County Jail, followed by 12 months of probation and fined $400 for the crimes of Recklessly Endangering Another Person and Resisting Arrest. During a domestic dispute at a residence in Greene Township on March 25, 2015, Winters drove his vehicle into the side of a house and then threw bricks through two of the house windows and then proceeded to pick up a third brick when a trooper approached him.
Michael G. Heinrich, 46, of Milford, Pa., was sentenced to 4 months to 23 months in the Pike County Jail and fined $1,000 for the crime of Firearms not be Carried Without a License. During a domestic dispute on Oct. 25, 2015, at his residence in Dingman Township, Heinrich displayed a .40 caliber handgun, which he did not have a license for.
Angela Maria Martucci, 41, of Lords Valley, Pa., was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,000 and had her driver’s license suspended for 12 months for the crime of Driving Under the Influence of Alcohol. Martucci was stopped by the state police on Aug. 31, 2014, while traveling along SR 739 for crossing the double yellow line several times. While speaking with Martucci, the trooper detected the smell of an alcoholic beverage and observed Marttucci’s speech to be slow and slurred and her eyes glassy and bloodshot. Martucci admitted to consuming alcohol prior to driving. A Field Sobriety Test was conducted and a blood test confirmed a blood-alcohol content of 0.265 percent.
Gregory Alan Krisanda, 49, of Matamoras, Pa., was sentenced to 5 years in the Pike County Veteran’s Assistance Program. which will include 90 days of house arrest, a $1,500 fine, and his driver’s license suspended for 18 months for the crime of Driving Under the Influence of Alcohol. Eastern Regional Police were dispatched to Route 209 in Westfall Township for a report of a reckless driver on June 27, 2015. Krisanda, the driver of the vehicle was found at his residence in Matamoras. The officer detected the smell of an alcoholic beverage while speaking with Krisanda. Krisanda revealed he had just returned from Scranton, where he had been drinking prior to driving home. A Field Sobriety Test was conducted and a blood test confirmed a blood-alcohol content of 0.300 percent.
John O. Arrascue, 40, of Colonia, N.J., was sentenced to 6 months of probation and fined $300 for the crime of Driving Under the Influence of Alcohol. The state police pulled Arrascue over along SR 6 in Dingman Township on Sept. 6, 2015, for failing to dim his high beams. In speaking with Arrascue, the trooper detected the smell of an alcoholic beverage. Arrascue admitted to consuming several alcoholic beverages prior to driving. A Field Sobriety Test was conducted and indicated intoxication. A breath test confirmed a blood-alcohol content of 0.95 percent.
Aziz Ibn Haskins, 20, of New York, N.Y., was fined $300 for the crime of Possession of Drug Paraphernalia. Haskins was stopped by the state police along I-84 in Blooming Grove Township on May 18, 2015, for speeding. Upon speaking with Haskins, the trooper detected the smell of marijuana. A search of the vehicle revealed a baggie used for the storage or packaging of marijuana.
Cynthia Saint John, 46, of Pearl River, N.Y., was sentenced to 29 days to 12 months in the Pike County Jail and a fine of $100 for the crime of Possession of Drug Paraphernalia. On April 22, 2016, during a traffic stop which took place in a retail parking lot in Westfall Township, Saint John was found in possession of glassine packets that contained heroin residue and a hypodermic needle.
