Dispositions in Pike County Court

Milford. Pike County District Attorney Raymond J. Tonkin has announced the criminal sentences issued on April 22 by Pike County Court of Common Pleas President Judge Gregory Chelak.

Matthew Conor Mastrelli, 29, of Port Jervis, N.Y., was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,000, and had his driver’s license suspended for 12 months for the crime of Driving Under the Influence of a Controlled Substance. On Oct. 29, 2019, Eastern Pike Regional Police were dispatched to Route 6 and 209 In Westfall Township, where Mastrelli was driving northbound in a southbound lane. When the officers arrived, Mastrelli was unconscious and slumped over the steering wheel along Reuben Bell Drive. Mastrelli was transported to the hospital where a blood draw confirmed the presence of morphine and fentanyl in his blood.

Joshua Donald Kratz, 29, of Macungie, Pa., was sentenced to 6 months of probation which will include 30 days of house arrest, a fine of $750, and driver’s license suspension of 12 months for the crime of Driving Under the Influence. The state police encountered Kratz face down in the driver seat of his vehicle, which was running and parked partially in a ditch at a business parking lot along SR 739 in Blooming Grove Township on Aug. 4, 2020. An open can of beer was observed in the center console. The trooper detected the smell of an alcoholic beverage when speaking with Kratz and observed Kratz to have bloodshot eyes. Field sobriety tests indicated impairment, and a blood test confirmed a blood-alcohol content of 0.125%.

John Paul Metzger, 48, of Hawley, Pa., was sentenced to 6 months to 12 months in the Pike County Jail, fined $2,500, and had his driver’s license suspended for a duration to be determined by the Pennsylvania Department of Transportation (PennDOT) for the crime of Driving While Operating Privilege is Suspended or Revoked.

Francis R. Scholz, 49, of Hopatcong, N.J., was sentenced to 6 months to 23 months in the Pike County Jail and fined $500 for the crime of Theft. On Jan. 13, 2019, an individual gave Scholz a check in the amount of $7,000 for work and material to be performed at her house located in Lehman Township. Scholz cashed the check and failed to deliver any materials or perform any work.

John David Laurenzano, 57, of Pocono Summit, Pa., was sentenced to a fine of $100 for the Summary Offense of Criminal Mischief. On Sept. 11, 2019, Laurenzano damaged a garage door and garage floor of an individual’s residence located in Greene Township in an attempt to retrieve items, causing $1,000 in damage.

Abel Lugo, 46, of East Stroudsburg, Pa., was sentenced to 7 days to 15 days in the Pike County Jail for the crime of Harassment. Lugo repeatedly called the guard shack of the community in which an individual with a Protection From Abuse resides in Lehman Township in an attempt to gain information about her residence on May 27, 2020.

Tara M. Thomas, 33, of Dingmans Ferry, Pa., was sentenced to a fine of $400 for the crime of Possession of a Small of Marijuana. Eastern Pike Regional Police observed the vehicle Thomas was sitting in along Pennsylvania Avenue in Matamoras on April 21, 2017, to have a cracked windshield and an outdated inspection sticker. When contact was made with Thomas, the officer detected the smell of marijuana. A consent to search the vehicle revealed marijuana.

McKinley M. McMenamin, 34, of Philadelphia, Pa., was sentenced to a fine of $300 for the crime of Possession of Drug Paraphernalia. The state police stopped McMenamin along SR 390 in Green Township for an expired inspection sticker. Upon speaking with McMenamin, the trooper detected the smell of Marihuana. A probable cause search revealed a marijuana pipe.
