It's time for Milford to reopen the Mott Street Bridge

I was saddened to hear of the young man who fell to his death off the Mott Street Bridge, in May of this year. Whether drugs were related or not, his death could have been prevented.
Last year I moved to Milford, especially the Mott Street Bridge area, nestled in a picturesque section of Sawkill Creek. Repeatedly I see people jumping the fencing and using the closed-off bridge.
Last I heard, the bridge was to open to foot traffic in March of 2017. It is also public knowledge that the funding was approved to reopen the bridge.
How long does the process have to take? I am fearful, after all the foot traffic I see on the closed bridge, that another death will occur.
I would think the town would have taken action after this accident to open the bridge earlier than planned.
Does the town want to make a statement?
