Who watches out for homeowners in good standing at Pocono Woodlands?

Over the past few months the Pocono Woodland Lakes has been going through some serious changes. Several of our beloved security officers have been relieved of their jobs in addition to other employees of the community (maintenance, lifeguards, and office personal. Several community members have asked why they were let go. We were told that the officers would have to tell us.
At the Sept. 19 Pocono Woodland Lakes Property Owners Association (PWLPOA) meeting, an ex-member of our security waited until the end of the meeting (as stated in the document provided to those in attendance "Rules of an Orderly Meeting — July 15 2016 states that Homeowners have the right to speak at the board meeting). The ex-security officer was explaining to the community why he was let go. While this well-respected officer was speaking, another homeowner who favors the current board members continuously screamed out "point of order" — not allowing the ex-officer to continue his statement and completely disrupting the entire meeting.
The president quickly began slamming his gavel and adjourned the meeting without allowing him to complete his statement, nor was any other homeowner allowed to participate in the meeting. According to the document provided to the members in attendance: "No hurrying of the meeting — as long as a homeowner wishes to speak on a topic, the board may not adjourn or hurry through a meeting in order to prevent homeowners from speaking."
In addition, three petitions were submitted to the board at the meeting two months ago requesting a special meeting. Each petition contained at least 100 signatures of members in good standing and stating cause for a special meeting for the recall of three board members. Our by-laws state, Article IX/Section2D: "Recall will be initiated upon receipt by the board secretary of petition containing the signatures of at least seventy-five according to our by laws" is sufficient to call a special meeting, of the homeowners to have a special vote. To date, there has not been a special meeting. Instead , the board had their own closed meeting, and decided to have their own vote — including the three members who were petitioned. Their votes should not count, and they should not have been present in the room during the vote.
This is a clear conflict of the by-laws. During the closed meeting, the lawyer advised said board members that his interpretation of the by-laws suggested there was no just cause. Our by-laws state:
Recall will be initiated upon receipt by the Board secretary of a petition containing the signatures of at least seventy-five (75) members stating cause. Thereupon, the secretary shall call a special meeting of the Membership for the purpose of deciding the issue. Two thirds vote of those Members present is necessary for removal from office.
We want our meeting. The members want to vote.
In addition, according to the Statement of Revenues and Expenses — Budget vs. Actual presented on Sept. 19, the money allocated for legal services (line 531) was $9,000. To date, we have paid $16,817.25 in legal fees over $7,817.25.
The board members conveniently have had the lawyer present at all the homeowners' meetings.
Who can we turn to? Who watches out for the homeowners in good standing? We need a voice!
