Randolph “Skip” Gregory was not mayor of Milford Borough at the time of the adoption of the borough’s historic district ordinance. Ray Orben was mayor in 1999 when the ordinance was approved, Borough President Matt Osterberg confirmed. Beyond that, Gregory said his comments at the recent borough architectural review board meeting were misinterpreted in a recent press release from the Pike County Public Library. Gregory said he never favored the historic district ordinance because he feared it would inhibit new construction.
