Milford. Delaware Valley High School senior swimmer Lucas Santiago has signed with Clarion University-Division II. Lucas is one of the captains on the team and was selected for the Times Tribune All Regional Team. He is a member of National Honor Society and Rho Kappa. He plans on majoring in political science.
